Oklahoma has identified the five persistently lowest-achieving schools (as defined in the RTTT application). Oklahoma analyzed the data for its Title I schools in improvement, corrective action, and restructuring and took into account both the academic achievement of the "all students" group in a school in terms of proficiency on Oklahoma's assessments under section 1111(b)(3) of the ESEA in reading/language arts and mathematics combined; and the school's lack of progress on those assessments over a six-year period in the "all students" groups. The five persistently lowest-achieving schools are: F.D. Moon Academy (Y4) and U.S. Grant High School (Y4) in the Oklahoma City Public Schools District; and Gilcrease Middle School (Y4), East Central High School (Y4)and Central High School (Y4) in Tulsa Public Schools District.
NOTE: Additional Research regarding the efficacy of accommodations for Special Education and English Language Learners is in the discussion stages at the State Department of Education.
